On August 18, Russia's permanent representative to international organizations in Vienna, Ulyanov, revealed that the International Atomic Energy Agency has confirmed that its director general, Grossi, intends to visit the Kursk nuclear power plant, and Ulyanov believes that this visit may be realized soon.

At around 1:40 a.m. local time on August 18, first there were several dull explosions in the sky over Kurchatov City where the Kursk nuclear power plant is located, seemingly the sound of air defense systems intercepting. A minute later, there was a violent explosion. Kurchatov City is about 90 kilometers away from the border town of Suja in Kursk Oblast. It is a city of nuclear scientists. On August 15, Ukrainian President Zelensky said that Ukraine has occupied Suja. On August 17, the general director of Russia's State Atomic Energy Corporation, Likhachev, had a phone call with the director general of the International Atomic Energy Agency, Grossi, discussed the situation around the nuclear power plant, and extended an invitation to Grossi to visit Kurchatov City.
