Russia announces the implementation of the counter-terrorism operation regime in three regions

On August 10 local time, Russia's National Anti-Terrorism Committee announced the implementation of the counter-terrorism operation regime in Bryansk Oblast, Belgorod Oblast, and Kursk Oblast.

The Russian National Anti-Terrorism Committee pointed out that "The Kyiv regime has taken unprecedented actions in an attempt to destabilize the situation in several regions of Russia". The terrorist activities of the Ukrainian military forces in Kursk Oblast have caused civilian casualties and the destruction of houses and other civilian facilities. To ensure the safety of citizens and eliminate the threat of terrorist attacks carried out by enemy sabotage and reconnaissance forces, the chairman of the Russian National Anti-Terrorism Committee and the director of the Federal Security Service, Bortnikov, made the decision to organize and implement counter-terrorism operations in the above three regions starting from August 9, 2024.

The counter-terrorism operation regime is a general term for a set of measures for the use of troops, equipment, and weapons, aiming to prevent terrorist attacks and subdue saboteurs or terrorists. During counter-terrorism operations, law enforcement agencies have broader rights than usual. For example, they can requisition the vehicles of ordinary citizens for transporting the wounded or pursuing terrorists, restrict the passage of pedestrians and vehicles, and control communications, etc.

Previously, the Ukrainian army launched attacks on Kursk Oblast starting from the 6th. According to the Russian Health Minister Murashko's briefing on August 8, the attacks since the 6th have injured 66 people, including 9 children. The acting deputy governor of Kursk Oblast, Belostotsky, said on the 8th that the attacks have killed 4 people in the region.

The Russian Ministry of Defense posted on social media on the 8th that the Russian armed forces and the border troops of the Russian Federal Security Service continue to resist the Ukrainian attacks in many places such as the Sudzha District of Kursk Oblast. The Russian army also carried out an air strike on the Ukrainian army's reserve forces in Sumy Oblast. The Russian Ministry of Defense released a briefing on the 9th stating that in the military operation in the direction of Kursk since the 6th, the Ukrainian army has lost 945 people and 102 armored vehicles.

The commander of the Chechen special forces and the deputy director of the Military-Political Directorate of the Russian Armed Forces, Major General Apte Alaudinov, believes that the actions of the Ukrainian army in the direction of Kursk are led by the NATO command, and there are many French and Polish mercenaries there.

In addition, the Russian Ministry of Emergency Situations has raised the emergency status level of Kursk Oblast to the "federal level" on the 9th.
